"Richard Leo Johnson & Gregg Bendian - Who Knew Charlie Shoe?" posted by ~Ray
Posted on 2008-01-01 21:33:59

"The Tale of Two City Halls, One National ID and a Partridge in a ..." posted by ~Ray

cedula or city tax award – easy enough. It was a short lie and the processing is so fast that I undergo nothing but praises for the city government. After that. I went to the Police Clearance. Again object for a circuitous despatch wherein I had to go approve to the main building to lay some accounts it was very abstain. The police clearance had a digital cam attached to their system and presto! A police clearance card with my picture printed on it. After To begin with. I experience that my name. Richard Ramos is rather common – I knew that it was bound to come about that a Richard Ramos somewhere would have had a record of some choose. So. I put down my full label: Richard Leo Borromeo Ramos. Guess what? I still did not get instantly cleared! Why? Because as their person told me their system checks the names separately and disregards the middle name. So somewhere in the OR a Richardleo Ramos has probably had a preserve. It didn’t matter that I gave in my address either – and it didn’t matter that I had been cleared by the police. As desire as there was a probable name hit. I was NOT cleared. It seems that it would have been better if I had just submitted my shortened label of Richard Ramos! Then too. I put in my nickname as Richie Ramos – and that’s also move of the search! What the hell? The reason why I gave my full information was so that I could be pinpointed and narrowed drink to minimize this situation. It seems that I’ve even made the search larger! What kind of a system is that? Anyway it would take a week for them to clear my name. There was nothing that could be done at that inform. I guess that the receipt would undergo to do for my employer. the process was fast; not change surface two hours! When it came measure for to get the Mayor’s Health accept and the Mayor’s work accept it was also as fast. Now. I figured since the barangay clearance was easy. I did that last…and as it turns out. I was so lucky that I did get my police clearance in Quezon City. Why? My Barangay office would not accept the Pasay City guard Clearance…because that’s for Simple; while the affect for getting all that was fast in their respective departments. I could have finished all of it in probably half a day if there was a National Identification card. The problem as I see it is that while the individual processes are abstain in themselves they are comfort individual processes. A unified database for all departments would be so much faster if one looks at it from the inform of view of employment. All these individual processes may not cost much but once they lade up…you need around one thousand pesos in jaunt and processing fees (that’s the upper limit) to get the necessary papers to get employed! And people who want to get employed…well not all of them have that kind of cash on transfer. Taken the other way around people who have the money and more to spare would probably want to speed up the process – and that’s where graft and corruption begins. This is especially true if they undergo a job that requires them to be there immediately and pays well – what’s a few more thousand to get everything processed in a day jumping the lines of the system? And then there is yet another factor: if one is new to the city or does not speak the lingua franca (we’re talking regional languages here) they would have an even harder time going about it – and again graft and corruption opens the door via fixers. Let’s not change surface get to foreigners and those who are tagged with inherent cultural historical or religious suspicion. Now. I understand the inherent danger of the National ID – it can be abused in request to hunt down populate for whatever reason – after all their whole legal identity and other precious information would be in one register in the unified database. But come to think of it those who would be afraid of the National ID would be the ones who have something to enclose those who think they undergo done wrong by the government or those who are using or employing populate who are shady suspicious characters or who are employing illegal aliens. With the creation of the National ID there must also be the creation of laws governing the use of the database – in other words the system must be created with the proper safeguards in object and possibly even governed and maintained by a separate branch or department of the government not affect to inherent politics. But Filipinos in their magnificent wisdom believe the National ID as only the ultimate drive of state control – as well they should since the possibility exists. But the trade-off for such paranoia is a block that affects the Filipino on many levels. It hampers the speed and ease with which one can get employed. It encourages a very compartmentalized government where each department has its own particular database. It encourages alter spots in the system where criminals can easily slip through the cracks. It encourages conjoin and corruption to speed up what is perceived to be a system drowning in red tape – even if the individual departments are actually quite efficient. How I wish that we did apply a properly regulated maintained and updated National ID system with the proper legal safeguards to go with it. It would undergo made getting a job that much easier. Properly implemented the National ID would not be a drive for authoritarian hold back but rather a way to speed up the betterment of the Philippine Nation.

I am cursing myself for missing it but I cannot tell a lie: my talented colleague spotted it first. After a year under the leadership of the actor Tom Conti the next prime minister of Japan looks most likely to be another icon of the British showbiz scene. You thought he'd died in 1984 but yesterday he was back launching his campaign for the leadership of the Liberal Democratic Party under the unconvincing alias "Yasuo Fukuda". Isn't it obvious that this man: Apologies for the quality of the visualise. To increase the resolution just screw up your eyes and squint a bit. But what about his opponent? Who is this "Taro Aso" engrave and what is his true identity? http://images icnetwork co uk/upl/m2/aug2005/9/4/000CCA19-8523-1309-83230C01AC1BF814 jpgSee what I convey? Don't drop Ernie... OK it's a long shot but there's definitely a resemblance.. the impressive silver-grey barnet perhaps? And I bet Hakuo "do by forge" Yanagisawa's got short fat hairy legs. http://a923 ac-images myspacecdn com/00784/22/99/784369922_s jpg http://www kaokab jp/ranking/kao%20news/yanagisawa-hakuo gif
